Yet the same WA report revealed an overall sector AI readiness score of just 14%.  A separate study of Victorian councils similarly identified a significant gap separating rapid AI adoption from formal organisational governance. Councils are eager to implement new AI tools, yet their foundational data structures remain unprepared.

When council leaders discuss AI, they often focus on the exciting possibilities of generative models and automated processing. The reality of implementation is much more complex. 

AI capability depends entirely on the information it draws upon. In many local government environments, underlying information is often difficult to find, let alone verify.

While increasingly powerful, even the most advanced AI models don’t understand organisational intent. AI can’t easily tell if a document has been superseded by a newer policy.
