Applications open for Flaxmere elder housing

Applications for a unit in Hasting’s District Council’s new elder resident rental housing complex in Flaxmere are now open.

Te Pā Harakeke, on Swansea Rd in central Flaxmere, is a modern 39-unit housing complex being built by Hastings District Council in partnership with Government co-funders Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development through its Affordable Housing Fund.

Construction is well underway and is expected to be completed in June 2026.

The development offers modern, secure, accessible homes not only for those already in retirement, but also for people nearing retirement who may still be working but whose income is a barrier to rent affordability. 

The development of Te Pā Harakeke is part of Hastings District Council’s broader strategy to provide safe, affordable housing for its ageing population.

“This project ensures that our seniors have access to homes that offer stability, support, and connection within a thriving community,” the Council said in a statement.

As with its current housing, rents for the new homes will be set at a percentage of equivalent market rent. In the case of the new homes that will be 80% of median market rent, meeting the threshold for ‘affordable housing’ set by the Ministry of Housing and Urban Development. The rent for Council’s existing homes is set at 65% of market rent.
