Chief Executive named for new joint water organisation

Kevin Lavery has been appointed Establishment Chief Executive of Western Bay of Plenty District Council and Tauranga City Council’s new joint Water Organisation.

The appointment follows the decision by both Councils to proceed with establishing a joint Water Organisation under the Government’s Local Water Done Well framework, to deliver drinking water, wastewater and stormwater services across the subregion.

The Water Organisation is intended to be operational from 1 July 2027. Mr Lavery has been appointed to lead the establishment and transition phase of the organisation.

Mr Lavery said the establishment phase was about making sure the new organisation is built with people at the centre.

“The Western Bay and Tauranga sub‑region is one of New Zealand’s most iconic places, combining a fast‑growing city, a strong rural economy, and high‑performing water services while also facing significant growth pressures that require careful long‑term planning,” he said.

“Water services underpin public health, the environment, and the wellbeing of communities.

“My focus is to work alongside Councils, staff, tangata whenua, and partners to make sure this new organisation is set up carefully and practically – with a strong foundation, a safe transition, and a clear focus on delivering for people.

“If we get the basics right early – governance, culture, systems and relationships -we give ourselves the best chance of building an organisation that works for staff, tangata whenua, and delivers reliable water services for communities over the long term.”

He brings extensive experience in local government leadership, organisational establishment and public service reform, including as former Chief Executive of Wellington City Council and current Executive Chair of IAWAI, the first multi-council water organisation for Hamilton City Council and Waikato District Council.

Western Bay Mayor, James Denyer says the appointment is an exciting step forward.

“Once the decision was made to establish a joint Water Organisation, the next priority was putting the right leadership in place,” says Mayor James.

“Kevin brings extensive experience in establishing new organisations and leading complex transitions, including in water services and we are excited to have him come on board.

“Just as importantly, he understands that this change will be felt most directly by our water services staff – the people who keep water flowing safely every day – and that supporting them well is essential to delivering reliable services for our communities.”

Tauranga City Council Mayor, Mahé Drysdale says this role will be critical as the new organisation moves from planning into action.

“Kevin’s experience will be invaluable as we move from decision making into delivery – ensuring the organisation is set up well within the local context, and continues to provide reliable, high quality water services delivery for our people.”

Mr Lavery will begin in the role on 13 April.
