Christchurch to consult on Industrial Plan Change

Christchurch City Council is proposing changes to its planning rulebook, the District Plan, to help manage the effects of industrial activity happening close to housing.

The Council is seeking early feedback on its Industrial Plan Change (Plan Change 20) before it formally notifies it for submissions later this year. 

Council Head of Planning and Consents, Mark Stevenson said the plan change is primarily aimed at managing effects on residential zones located next door to industry. 

“The effects of industrial activities on residential areas have been a concern to the Council and to some residents for a number of years,” said Mr Stevenson. 

“There are several areas within our district, varying in size, where housing is close or very close to land where industrial activities are happening. These activities could be car wreckage yards, factories or storage sites, as examples.” 

Mr Stevenson says Plan Change 20 would not place any new requirements or conditions on existing industrial activities, including those with resource consent, but it could affect an existing business that changed its industrial activity in the future.  

“Similarly, there could be some indirect impacts on existing businesses in industrial zones when it comes to future developments around them,” he said.

“We’re very interested in hearing from residents and businesses about the proposals so we can shape the draft plan change before seeking further public feedback when we notify it later this year.”
