Registrations of interest are being called from developers interested in purchasing a circa 2,300m2 section at 22 Napier Road, Havelock North (Bennelong Pl) for medium-density housing.
The site is being offered for sale by Hastings District Council. It says the land is zoned for, and well suited to, medium-density residential housing, and is located close to schools, shops and parks.
Council requires potential developers to provide quality plans that are exemplars of the Hastings Residential Intensification Design Guide. The preference is for two to three-storey homes with on-site parking that complement the surrounding neighbourhood.
Hastings Mayor, Sandra Hazlehurst said the sale reflects Council’s priority to increase the availability of all types of housing, and put its Future Development and Medium Density Housing strategies into action.
“This is a significant opportunity to create a development that is a showcase of a quality medium density housing development that’s fantastic to live in, and located on appropriately zoned land that does not encroach on valuable growing soils,” the Mayor said.
“We have made enormous gains in Heretaunga Hastings by enabling housing across all types, from social and senior housing, to papakāinga and traditional development. This is another step that ensures the flow of a variety of homes for our people.”
The project aligns with Council’s Hastings Medium and Long-Term Housing Strategy, Future Development Strategy and Medium Density Housing Strategy; these strategies designed to provide more housing to meet Hastings’ growing population needs at the same time as protecting high quality, fertile soils.
The property will be offered for sale through a transparent, open-market process. The first step is a Registration of Interest (ROI), advertised on the Government Electronic Tender Service (GETS). This will allow Council to assess interest and capability before deciding next steps, which may include direct negotiations or a Request for Proposals. The ROI will open on October 8.
The land is currently used by community groups including Havelock North Scouts and the Havelock North Potters, and provides right-of-way access to a neighbouring church.
Council has been meeting directly with the most affected parties to discuss options. Nearby residents are being notified by letterbox drop, and updates will be shared with the wider community through Council’s website: www.hastingsdc.govt.nz/hastings/projects/bennelong/.
