A major public roading and three waters infrastructure programme supporting future housing growth in Havelock North has been completed, bringing the multi-year, four-stage programme of works to a close.
Started in June 2024, the project has extended Hastings District Council’s drinking water, stormwater and wastewater networks into the growth area on the southern side of Havelock North, and delivered road safety improvements through the full rebuild of sections of Middle and Iona Rds.
Taken together, the works deliver improved road safety, provided additional infrastructure servicing capacity and resilience, and development readiness across the area.
Hastings Mayor, Wendy Schollum said it was great to see the project reaching completion and thanked the community for its support and patience along the way
“What we now have are roads that are measurably safer and infrastructure that will serve Havelock North well into the future,” she said.
“Getting to this point has involved two years of significant work, and I want to sincerely thank residents, businesses and everyone who travelled through the area for their patience. Detours, stop/go traffic, and living alongside a major work site for two years is no small thing.
“It is also really pleasing to see a project of this scale delivered in such a timely way and on budget, with the costs sitting with the development community rather than ratepayers at large.”
Being run as one continuous programme, delivered in four consecutive stages from Middle Road to the final stage on Iona Rd between Breadalbane Rd and Middle Rd, meant crews were able to work more efficiently and safely, avoiding repeated temporary road reinstatements, reducing costs and bringing completion forward by more than a year.
Council planning, policy and urban development director Raoul Oosterkamp said the success came down to careful planning and collaboration.
“The consecutive-stage approach relied on close coordination between Council, developers CDL NZ Ltd and Hick Bros Civil Construction, and our thanks go to them and the community for working with us on this project.”
The project supports development within the Iona Urban Development Area, identified under the Heretaunga Plains Urban Development Strategy, and forms part of Council’s wider strategy to increase housing choice across the district by providing the infrastructure needed for new homes.
Iona Rd has now reopened and motorists can expect brief, intermittent traffic management on Iona and Middle Rds over the coming weeks while minor finishing works are completed.
