Interim Chief Executive for Christchurch City Council

Christchurch City Council has announced the appointment of Bede Carran as its Interim Chief Executive.

Mayor Phil Mauger said the Council was focused on ensuring continuity and strong executive leadership at a critical time for the organisation.

“The coming months will be a demanding period for the organisation, with major planning milestones and potential changes to the legislative environment,” said the Mayor.

“Bede brings proven experience, strong institutional knowledge, and the steady leadership we need to maintain momentum and provide certainty for staff, elected members and the community.

“His deep understanding of the statutory and regulatory framework within which local government operates, and his ability to respond effectively to legislative change, position him well to lead the organisation.”

Mr Carran (pictured) is currently the Council’s General Manager Finance, Risk and Performance/CFO. He brings extensive local government experience to the interim role, having previously served as Chief Executive of Timaru District Council and Waimate District Council, along with a background working in the private sector and professional service firms. 

In his current role, Mr Carran has played a key part in executive decision‑making and has led the development and delivery of Annual Plans and Annual Reports and has played a central role in strengthening financial oversight and reporting discipline, the Council said in a statement.

Mr Carran said he was committed to providing stable leadership during the transition period.

“My priority will be to ensure the Council continues to operate effectively and remains focused on delivering for the community,” he said.  

“That includes progressing key planning work, supporting staff, and helping position the organisation well for the development of the next Long Term Plan.”

Mr Carran will take up the role of Interim Chief Executive from 2 May, following the conclusion of current Chief Executive Mary Richardson’s employment, with her final day set for 1 May.
