New Hastings District Council chief executive appointed

Hastings District Council has announced the appointment of Bruce Allan as its new chief executive.

Mr Allan (pictured), who was formerly the Council’s deputy chief executive, has been acting chief executive since the death of To’osavili Nigel Bickle in August.

Mayor, Wendy Schollum said Mr Allan had the experience and sound judgement needed to lead Council through the challenges ahead.

“Bruce knows this organisation very well. He understands our finances, our people and the services our community relies on,” she said.

“Rates affordability is a major focus for Council and our community. That means being careful with spending, making good decisions about where our money goes and getting the best possible value for ratepayers.

“Bruce has the financial skills and experience to help us do that. He is practical, thorough and understands the importance of keeping a close eye on costs while making sure we deliver what our community needs.”

Mr Allan has worked for Council for more than 17 years, holding senior positions including chief financial officer, corporate group manager, and deputy chief executive.

A Fellow of Chartered Accountants Australia and New Zealand, he was selected in 2025 for the New Zealand Local Government Funding Agency’s Future Directors programme and appointed to Local Government New Zealand’s national risk and assurance committee.

Mayor Schollum said Mr Allan’s knowledge of Council would be particularly valuable as the organisation prepared for the transfer of water services to a new regional organisation and responded to the Government’s Simplifying Local Government programme.

“These are big changes for local government, and we need to make sure Hastings is well prepared,” she said.

“Bruce has been closely involved in both areas of work. He knows what’s involved, what the risks are and what we need to do to get the best outcomes for Hastings. Having that experience and understanding leading our Council is a real advantage.”

Mayor Schollum acknowledged Mr Allan’s leadership over recent months.

“Bruce stepped into the role at a very difficult time and has done an excellent job of keeping the organisation steady and supporting our staff.”

“He has the full confidence of the mayor and councillors, and we know he will bring the right experience, care and commitment to the work ahead.”

Mr Allan said he was honoured to have been appointed and looked forward to continuing to work with elected members, staff and the Hastings community.

“Council has a very capable and committed team, and I’ve been proud to work alongside them for many years,” he said.

“We have significant work ahead of us, particularly around affordability, managing our finances and changes to the way local government operates.

“My focus will be on managing Council’s finances carefully, supporting our people and community through change, and continuing to deliver the services our community needs.

“It’s a privilege to lead this organisation and serve the people of Hastings,” Mr Allan said.
