Christchurch City Council is inviting expressions of interest for a partnership opportunity to restore, manage and activate one of New Zealand’s most significant heritage assets, the Canterbury Provincial Council Buildings.
The category one heritage buildings on the banks of the Avon River were badly damaged in the 2011 earthquake and while some stabilisation work has been complete, the buildings remain earthquake prone and require full restoration.Â
The Council’s objective is to establish a partnership that combines heritage stewardship, public value, and long-term sustainability, ensuring these nationally important buildings continue to contribute to the cultural, civic, and economic life of Christchurch.
The historic buildings are the only purpose-built provincial government buildings still in existence in the country.
They occupy a unique place in New Zealand’s history as they are of exceptional heritage significance and represent an irreplaceable link to New Zealand’s historic, political, and architectural development. Their national importance extends beyond Christchurch, reflecting a defining chapter in the country’s governance and identity.
Council general manager citizens and community, Andrew Rutledge said the expression of interest is an exploratory, non-binding market engagement process.
“We are seeking potential partners who can help restore and activate this nationally significant heritage asset, bringing private investment and long-term vision that reduces the cost burden on Christchurch ratepayers,” he said.
“It will help inform the Council so it can consider commercial and delivery considerations before making any decisions on next steps.”
Mr Rutledge said interested parties need to explain their interest in the opportunity and their vision for the Canterbury Provincial Council Buildings.
“Respondents are not required to submit a fixed price, a priced offer, or a fully developed contractual solution at this stage we just want to know their capability, experience and their proposed concept or approach.”
We are seeking innovative partnership proposals that recognise the outstanding heritage values of the site while supporting its restoration and activation. Partners will be expected to demonstrate how their proposed use will bring the buildings to life.”
Expressions of Interest are open until 31 August, after which time staff will assess the applications and report back to Council with options and recommendations.Â
